The Ambassador of the Republic of Türkiye to Bishkek, H.E. Dr. Mekin Mustafa Kemal Ökem, met with students of the Department of International Relations and delivered a special seminar within the framework of the program.
In his speech, Ambassador Ökem addressed the nature of the social sciences and the practical functioning of international relations, emphasizing that this field should be evaluated not only through theoretical frameworks but also through concrete realities. Highlighting the importance of comparative, analytical, and critical thinking in the social sciences, he stated that while theories serve as guiding tools, the determining factors in foreign policy are real-world conditions and practical realities.
Stressing the need for a careful and holistic approach to theoretical perspectives in international relations, Ökem noted that diplomacy and security policies are shaped not by abstract assumptions but by concrete factors such as capacity, intent, and the existing balance of power.
He also emphasized that a multi-vector foreign policy does not merely mean engaging with different actors; rather, it requires continuity, direction, and strategic balance. He underlined that foreign policy becomes sustainable when its political, economic, and security dimensions are assessed together. According to Ökem, applied diplomacy is built upon realistic analysis, institutional continuity, and strategic foresight.
The program concluded with an interactive question-and-answer session featuring active participation from attendees, allowing for comprehensive discussions on current foreign policy practices and diplomatic processes. In this regard, the seminar was completed as a productive academic event that strengthened the link between theoretical frameworks and practical diplomacy.
