A panel on "Rahmankul Khan and Turkey / Ulupamir Kyrgyz" was organized at Kyrgyz-Turkish Manas University. The panel was organized in cooperation with TURKSOY and Kyrgyz-Turks Culture and Solidarity Association.

The program was attended by Deputy Ambassador of the Embassy of the Republic of Turkey in Bishkek Şifa Gökberk Kutlu, TURKSOY Representative in Kyrgyzstan Prof. Dr. Kanat Mambetaliyev, President of the Kyrgyz-Turks Culture and Solidarity Association Abdulmetin Keskin, Ulupamir villager and Rahmankul Khan's son Muhammed Arif Kutlu and the President of the Kyrgyz Ahiska Turks Dean Atamşa Dursunov. Before the panel, Ulupamir Kyrgyz and Rahmankul Khan`s exhibition was opened.

International Relations Coordinator Prof. Dr. Kemal Polat, who organized the exhibition and panel on behalf of the Rectorate, opened the program with an informative speech. Prof. Dr. Polat said that the panel was organized to commemorate Rahmankul Khan on the occasion of the 100th Anniversary Events and the 41st anniversary of the migration of Pamir Kyrgyz to Turkey and to introduce the Kyrgyz Turks who live in Ulupamir Village in Van province of Turkey.

Vice Rector Prof. Dr. Mehmet Sezai Türk made an opening speech and conveyed the warm greetings of Rector Prof. Dr. Alpaslan Ceylan, who was in Turkey for meetings on the University's affairs, although he would have liked to attend the program. Prof. Dr. Mehmet Sezai Türk said, “Rahmankul's story isn`t an ordinary migration story. He, with his 1,300 people, raised the flag against the Soviet oppression in order not to lose his language, tradition and freedom and emigrated to another homeland with his people under difficult conditions. He built a bridge between Turkey and Kyrgyzstan. There are people whose lives are as long as their ages. There are also those whose lives don`t fit their ages. Rahmankul Khan is a person whose life doesn`t fit his age.”

Prof. Dr. Kanat Mambetaliyev said that they will never forget that Turkey came to the aid of Kyrgyz Turks in difficult times and opened its doors to their Kyrgyz brothers. Rahmankul Khan's son, Ulupamir villager Muhammed Arif Kutlu, also told the migration story of Ulupamir villagers and what happened during the migration.

After the speeches, the panel was chaired by Prof. Dr. Kemal Polat. The panel was included presentations on the following topics: Prof. Dr. Kanat Mambataliyev, “Rahmankul Khan: An Example of a Person's Role in History”; Manas University Faculty of Humanities, Philology Department Lecturer Prof. Osmonakun Ibraimov, “The Life and Fate of Rahmankul Khan”; Dicle University Faculty of Humanities, Department of Modern Turkish Dialects and Literatures Lecturer Abdulmukaddes Kutlu, “My Grandfather Rahmankul Khan and His Leadership Traits”; Abdulmetin Keskin “Ulupamir Village and its Villagers”.
