XIV Plenary Session of TURKPA Held in Kazakhstan

On 12 June 2025, the Fourteenth Plenary Session of the Parliamentary Assembly of Turkic States (TURKPA) was held in Astana, hosted by the Parliament of the Republic of Kazakhstan. The session themed “TURKTIME: The Role of Parliamentary Diplomacy,” brought together the Speakers of the Parliaments of Kyrgyzstan, Kazakhstan, Türkiye, Azerbaijan, and Uzbekistan, along with representatives from Turkic cooperation organizations and various institutions.

Participants included delegates from the Organization of Turkic States (OTS), the International Turkic Academy, the Turkic Culture and Heritage Foundation, the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC), the Parliamentary Union of the OIC Member States (PUIC), the Inter-Parliamentary Assembly of the CIS (IPA CIS), the Islamic Organization for Food Security (IOFS), and Kyrgyz-Turkish Manas University (KTMU).

The session’s agenda featured discussions on draft legal documents, reports, and recommendations prepared by TURKPA’s Permanent Commissions. Draft model laws on key topics such as the Facilitation of Residence Permits in TURKPA Member Countries, Status of Teachers, Clean Energy in Economic Activity, and Environmental Education and Public Awareness were also reviewed. In addition, the General Assembly adopted the final reports of the TURKPA Election Commissions and held elections for the Vice Chairs of the Permanent Commissions, as well as for the Secretary General and Deputy Secretaries General of TURKPA.

Throughout the session, participants emphasized the importance of further strengthening political, economic, social, and parliamentary cooperation among TURKPA member states.

Representing Kyrgyz-Turkish Manas University, Vice Rector Prof. Dr. Kamalbek Karymshakov delivered a speech highlighting the significance of interdisciplinary research and international academic collaboration. He underlined that enhancing the mobility of researchers, academics, and students through exchange programs is essential for fostering cooperation. Prof. Dr. Karymshakov also emphasized the need to support joint scientific initiatives between universities and research institutions. He pointed to the Orhun Exchange Program as a key mechanism for strengthening cooperation among higher education institutions in Turkic states. “It is crucial to establish a platform that enables the continuous exchange of advanced practices and innovative research, and facilitates regular dialogue and collaboration among Turkic countries,” he stated.

It was announced that the Fifteenth Plenary Session of TURKPA will be held in the Kyrgyz Republic in 2026. The meeting concluded with the adoption of the Astana Declaration.

A press briefing was held following the session, during which the heads of parliamentary delegations reflected on the outcomes of the plenary.
