The 13th General Assembly Meeting Session of the Parliamentary Assembly of Turkic States (TURKPA) was hosted by the Milli Majlis of the Republic of Azerbaijan in Baku on 6 June 2024. This important meeting brought together the General Secretaries of TURKPA member parliaments, parliamentary delegations of observer and guest countries, representatives of Turkic cooperation organizations, international organizations, and other cooperation institutions.
Deputy Rector, Prof. Dr. Almaz Ibraev, and General Secretary, Prof. Dr. Oktay Ozgul attended the meeting on behalf of Kyrgyz-Turkish Manas University. The main theme of the General Assembly was “Green Horizons for the Turkic World: Role of Parliaments in Achieving Green Agenda.” Within this framework, Prof. Dr. Oktay Ozgul delivered a speech titled “Feasibility of the Green Agenda in the Turkic World of the Future”.
In his speech, Prof. Dr. Oktay Ozgul stated that the economic and pandemic crises in the 2020-2021 period revealed the necessity of economic and social reforms and the fragility of the current production and consumption balances. He also drew attention to the importance of ecological problems caused by climate change and emphasized the need to reduce carbon use, create green jobs for sustainable and inclusive growth, and create a more equitable economic structure and society that adapts to changing conditions.
Prof. Dr. Oktay Ozgul also emphasized the importance of environmental awareness and said, “In this context, it is necessary to reduce energy use in every sector and support the use of smart solutions, design a healthy, and environmentally friendly food system, protect and improve ecosystems and biodiversity, and set a zero-pollution target for the environment.”
Giving examples of the projects carried out at Manas University, Prof. Dr. Oktay Ozgul said, “Under the leadership of our Rector, we have achieved significant success through investments in transforming the healthcare center, which provided free services between 2020 and 2023, as well as through landscaping and afforestation projects, and energy-saving and water-efficiency initiatives. As a result of these investments, Manas University has achieved the only success in Kyrgyzstan in QS and GreenMetric rankings and a remarkable success in the international arena. In GreenMetric, which includes 1,183 universities from 85 different countries, it ranked 589th in 2023 and became one of the “World's Most Sustainable Universities”. In addition, our university, which received 4 stars in QS Stars, ranked 281st in the Asian region and 13th in Central Asia in QS rankings.”
Manas University is Ready for the Green Agenda!
Emphasizing that Kyrgyz-Turkish Manas University is always ready for the implementation of the Green Agenda thanks to the investments it has made so far and plans to make in the future, Prof. Dr. Oktay Ozgul ended his speech with this important message.
